Point 4 of the agenda: Status relating to human rights that require the attention of the Council

Mr. President,

Movement International Youth and Students for the United Nations, considers that massive denial of human rights and basic democratic freedoms, resulting from the occupation and conflict with often tragic consequences for the people, need special attention and commitment of the Council of Human Rights. And among the situations that deserve the attention of the Council is that of Western Sahara, illegally occupied by Morocco, or the situation of human rights, far from improving, has instead worsened last time.The examples of serious and recurrent violations of human rights are legion and dozens of Saharawi just pay the price for the sole reason of having participated, 15 and 16 September in El Aaiun, Smara and Boujdour, peaceful demonstrations demanding the right to self-determination and respect for Human Rights in the Sahara Occidental.La violence intervention Moroccan forces of repression has resulted in tens of wounded, several arrests, punitive expeditions and ransacking homes and property particuliers.En because of his positions in favor of the independence of Western Sahara, the Sahrawi human rights Naama Asfari just been sentenced to four months in prison after and questionable trial are concerned. Aujourd’hui, elle ne peut se suffire de rester spectatrice et immobile par rapport à la situation de ce dernier territoire qui reste à décoloniser en Afrique, et dont le statut définitif ne peut résulter que d’un référendum d’autodétermination.Dans l’attente du dit référendum les Nations Unies ont l’impérieuse obligation de protection des civils sahraouis par le biais de la MINURSO.

The WFTU considers that at the time or the promotion of human rights and the strengthening of fundamental freedoms are expanding and a building which we can only congratulate ourselves at the continued repression in Western Sahara d’être fortement dénoncée avec force.Depuis quelques temps les dépassements contre la population sahraouie sont plus intenses: interdiction de sortie vers l’étranger, comme pour les 6 jeunes sahraouis qui ont été empêchés, le 06 août dernier, par les autorités marocaines de se rendre à Londres pour participer à une conférence sur la question du Sahara Occidental à l’initiative de l’organisation « Talk together », mais aussi les agressions, la pratique de la torture, les enlèvements et disparitions qui se sont accentués ces jours –ci à El Aiun, Boujdour et Smara.Les défenseurs sahraouis des droits humains constituent une cible de choix for the Moroccan authorities have continued during recent times, multiplying the measures of intimidation at their encontre.La reality is that the result for the Saharawi claiming, through the right to peaceful protest their people to self-determination and independence, harassment, economic sanctions and lawsuits flawed as that of Sahrawi human rights of Naama Asfari, who was sentenced two weeks ago to 4 months prison for his political views in favor of the Saharawi people's right to independence. Mr. le Président,La situation au Sahara Occidental a été si bien résumée par la mission du Haut Commissariat des Nations Unies aux droits de l’homme qui, dans les recommandations de son rapport de mai 2006, souligne je cite : « Le droit d'autodétermination pour le peuple du Sahara Occidental doit être assuré et mis en place sans attendre car toutes les violations des droits de l’homme se nourrissent de la non- application de ce droit »Actuellement, et conformément au droit international, le Sahara Occidental jouit du statut de territoire comme le prévoit l’article 73 de la Charte des Nations Unies et la responsabilité de l’Espagne dans le conflit qui oppose le peuple sahraoui au Maroc remains far entière.Pour The Moroccan authorities do not seem eager to take concrete measures to shed light on human rights abuses in the territories of Western Sahara, nor, to shed light on the missing number in the Sahrawi hundreds, and whose parents are without news of them since the conflict began in 1975, much less to establish responsibility for these practices to bring to justice their perpetrators.


The catastrophic situation of human rights in Western Sahara calls for expanding the powers of MINURSO for the UN mission puisse intervenir pour la protection des populations sahraouie.

Monsieur le Président,

Une fois de plus, France libertés ne may renew the urgent request that the Council of human rights take hold again the question of Western Sahara. This is even more pressing than the serious situation suffered by the Saharawi civil population has been confirmed by recent events. Allow me to extend our application with some facts: arbitrary arrests, torture and ill-treatment, unfair trials, restrictions on freedom of expression, association and circulation.Toutes these violations of human rights, regularly denounced before this Council and special procedures, continue to against the civilian population and human rights of non-autonomous territory of the Sahara Occidental.Ainsi in recent weeks, many cases of repression have been denounced by Amnesty International, Human Rights Watch and other organizations of human rights man. On 5 August, a group of 6 young Saharawi El Aaiun, 17, 24, were prevented from traveling to Britain at the airport of Agadir, as they were in possession of their visa to attend a meeting organized by the organization "Talk togheter" to discuss with other young Sahrawi refugee camps, youth and young Moroccans in Norway and Great Britain of the future of the region, in full violation of Article 12 of International Covenant on Civil and politiques.D Moreover, the 8 young Moroccan guests could not also from the Casablanca airport. As noted by Amnesty International, "the refusal of the Moroccan authorities is part of a broader series of measures imposed by the Moroccan government to restrict the legitimate exercise of freedom of expression on issues deemed politically sensitive, as the role and status of the monarchy, national security and the status of Western Sahara.
